Recent legislative changes that will impact our minor school license program, effective July 1, 2024. Significant revisions have been made to the legislation governing the issuance and usage of minor school licenses. 

Key points of the new legislation include:

  • Renaming the minor’s school license (MSL) to the special minor’s restricted license (SMRL).

  • Expanding the SMRL to include work privileges.

  • Standardizing driving distances for all students and purposes.

  • Implementing more stringent penalties for traffic offenses while using the license.

  • The requirement for SMRL holders to always carry a parental consent form in the vehicle while driving and present it to law enforcement upon request.

Under the new law, eligibility criteria for the SMRL remain similar to the MSL, requiring completion of driver’s education and holding an instruction permit for six months prior to applying. However, notable changes include the removal of the one-mile distance requirement for public school students and the reduction of the allowed driving distance to 25 miles for various purposes.

We anticipate significant interest from the public regarding these changes, especially from parents, teens, educators, and law enforcement. Therefore, we are taking proactive measures to update our processes, forms, and information materials accordingly. Additionally, we are sending a letter to current MSL holders informing them about the implications of these changes, how these changes may affect them, and including a copy of the new parental consent form (see attached).

We have also updated Form 430021 (attached), the Affidavit for the Special Minor’s Restricted License. As a reminder, Iowa law requires schools to certify a student's enrollment before we can issue a Student Minor Restricted License (SMRL). To ensure compliance, please provide an original or electronic signature on each form, rather than a photocopy. This helps us verify that the student listed is currently enrolled at the school.
